Some of my favorite news stories come out of sub-Saharan Africa. When looking at African newspapers (or news sites in our modern digital world) it isn’t uncommon to see a story on the development of environmentally friendly technology solutions like solar powered laptops and cooking stoves that run on recycled paper pellets sharing space with reports of monsters, witches, and hexes.

Speaker Pelosi on Tiananmen Square.

Today, the House passed H. Res. 489, a resolution recognizing the 20th anniversary of the brutal suppression of protesters and citizens in and around Tiananmen Square, expressing sympathy to the families of those killed, tortured, and imprisoned in connection with the protests, and calling for the Chinese government to conduct a fair investigation and to release those imprisoned for participating in the 1989 demonstrations.

Chen Guangcheng, a self-trained legal advocate who tried in June 2005 to investigate reports that officials in Linyi city, Shandong province, had subjected thousands of people to forced abortions, beatings, and compulsory sterilization in order to meet population control targets. Although central government officials agreed that the officials used illegal means, authorities rejected the class-action lawsuit Chen tried to file. Chen was tried on August 24, 2006, and sentenced to four years and three months for “intentional destruction of property” and “gathering people to disturb traffic order.” Chen, who is blind, has reportedly been severely beaten in jail and has gone on a hunger strike to protest the beatings. He is serving his sentence in Linyi Prison.

FLASHBACK: In early 2001 I was actively promoting the then upcoming 38th Annual National UFO Conference that I was Hosting and Organizing for a 3 day / 3 night ParaUfological Extravaganza here in Austin at the Original Alamo Drafthouse cinema. It was “The Best UFO Conference nEver!” … it was canceled due to the terrible events of September 11th.

The following article appeared in the 12th issue of Austin Daze – a very Austin publication that has thrived ever since. I don’t recall the author’s name, the article credits him only as “D”… but we met in his East Austin abode and discussed all manner of strange subject matter. His excellent stream of consciousness, gonzo-style approach to his writing was mirrored in the funkiness and fun of our actual meeting. I wonder what he’s been up to since …

It was late and I was anxious to get home. The day had been rough, and I was looking forward to a hot dinner, a cold brew, a lukewarm shower… and maybe, if I played my cards right, a clandestine midnight romp, a hairdresser with blue eyes and sturdy hips and a taste for decadence. I goose the truck along and curse the length of the road and bop to ‘jamming oldies’, whatever that is.

The Toyota stalls out and rolls to a stop smack dab in the middle of a railroad crossing. Wonderful. Dinner and suds and cleanliness are suddenly a long shot, and the odds on snatch are totally off the board at this point. Then the lightshow commences and the bells start clanging and big pieces of wood with orange stripes begin to descend towards my ride.

Brandon’s office was conceived on December 20, 1991 by the “Task Force on Greater CIA Openness” in a study undertaken at the request of then CIA director Robert Gates, a Bush, Sr. appointee, and immediately classified, though a few copies were leaked. The report proposed an image upgrade to neutralize public hostility. The task force was in “substantial agreement that we generally need to make the institution and the process more visible and understandable rather than strive for openness on specific substantive issues.” Forget openness, the Openness Task Force advised. The report “seems to recommend no real change in attitude,” complained The Excluded Middle, an anti-CIA Internet site, “only in the way that the agency presents itself to a hostile or at least an indifferent public.” The authors of the report boast arrogantly that the CIA’s Public Affairs Office (PAO) censored and had buried projects that it found objectionable in the past. Chase Brandon hails from the PAO. Contact with “every major wire service, newspaper, news weekly, and television network in the nation” was advised by the panel. Flashback: Guide to Para Texas

In late 2001, in the wake of September 11th, a new publication was born out of fear for our Republic and a need to communicate the weirdness of post-911 life to our Central Texas friends, family and neighbors.

From early 2002 to mid 2003 I was editor of the Austin Para Times news-zine. We covered a variety of paranormal and parapolitical issues and topics.

I left the magazine to finally start my non-profit community lending library, the Anomaly Archives.

In issue #3, I wrote an article as my alter-ego Jackson Valient (with co-writer Yogina Bare … another pseudononymous author and fellow fringe explorer) that serves as an introduction to all things anomalous here in Central Texas.

I offer it here for archival purposes and as part of my personal introduction to our new audience within the LOWFI network.

The name C.B. Scott Jones is both obscure to many a casual UFO buff yet widely known among “deep seekers” of the UFOlogical and Parapsychological communities. His work for Senator Claiborne Pell investigating paranormal phenomena and his briefing of President Clinton’s Science Adviser on behalf of Laurance Rockefeller are the stuff of legend – and yet they are fact. He is the founder of the Human Potential Foundation and the Center for Applied Anomalous Phenomena. He supported the Fund for UFO Research (FUFOR), served on the board and as President of the American Society for Psychical Research (ASPR) and  served as board member for Atlantic University (a division of ARE, the Edgar Cayce organization the Association for Research and Enlightenment). He also helped with the TREAT II (Treatment and Research of Experienced Anomalous Trauma) conference at Virginia Tech that brought together many in the UFO, alien abduction and paranormal research fields.

When a second high schooler, and potential victim of the same killer, crosses the State’s border, the FBI sends Special Agent Dale Cooper to investigate what we later find out, in the prequel, is one of FBI Bureau Chief Gordon Cole’s (played by David Lynch) “Blue Rose Cases.” And so begins the strange tale of mysterious communications and fantastic encounters that engulfs the town of Twin Peaks and the lives of all its quirky inhabitants, including its newest arrival, Special Agent Cooper.

The initial storyline would seem to be far removed from the world of UFOlogical secrets, but for the occasional paranormal manifestations, mysterious visions, and precognitive dreams of Cooper and certain townsfolk. In fact the acronym U.F.O. is only uttered once in the series and not at all in its subsequent prequel, Fire Walk With Me. It’s only in the second season, upon the return of Major Garland Briggs (after his abduction by a mysterious anomalous light accompanied by owls and a cloaked figure) and his mentioning of the Air Force’s Project Blue Book, that Dale Cooper says the words, “Unidentified Flying Objects.” (And also when Sheriff Truman asks in a subsequent episode, “What was Wyndham Earle doing investigating UFOs?”) But besides these two overt references to UFOs there are many subtle, covert themes threaded into the fabric of the Twin Peaks story that can be used to inform the more casual viewer about the truly strange nature of UFOs and related paranormal (and even parapolitical) phenomena. It is these covert references and allusions upon which we will focus our explication of the series and its prequel in upcoming installments of this column. While an average TV watcher viewing Twin Peaks might be aware of the classic modern UFO myths of military retrieval of crashed flying saucers, governmental cover-up of recovered aliens and supposed underground bases, bedroom visitation abductions, and the human / alien hybridization stories, they are not likely to be aware of the deeper connections in the Twin Peaks milieu which speak to the nature of the UFO’s darker CryptoUfological reality; the secret coded side of UFOs and the paranormal.

Holosonic sound technologies project a high pitched directional beam of ultrasound audio to an exact location, usually where the target audience’s head will be. The victim will hear a voice, music, advertisement, or whatever the beams controller would like, inside their head. The background design is a “witch’s knot” shaped to reflect negative energy back towards those who are casting it.

The purpose of a symbol is to focus our minds in a way that words alone can’t. The corporations are very familiar with this kind of magic. The language is different, of course. The wizards of public relations talk of brand, image and logo, not sigil, illusion and spell. But they are in your head, just the same, and they wouldn’t spend billions of dollars on this magic if it didn’t produce results.

And if you, like me, can overcome your own cynicism long enough to see what this Britney saga is really about, here is what you can do. Whenever you see those snarky blogs, the entertainment magazines or, ESPECIALLY, the “news media”, furthering the destruction of Britney Spears, leave a comment or send an email and just tell them you refuse to visit any site which mocks the mentally ill or encourages suicide.

At the same time, in those comments and on your own blogs and myspace pages, display this symbol, or one of your own design. Explain to people what it’s about. Pass the symbol along, but don’t spam anyone. We aren’t trying to create more negativity.

It’s okay not to believe in magic. Think of it as “meme warfare”. We are putting out an alternative view of reality itself. A view that says that even someone as damaged as Britney deserves life. A view that says we should be mocking and shaming not Britney Spears, but those who created her.

UFOlogists don’t like to talk about bigfoot. Cryptozoologists looking for sasquatch don’t like talking about ghosts. Ghost hunters won’t talk about UFOs. And conspiracy researchers are constantly lamenting, and rightfully so, being linked to all of the above by the media as a discrediting tactic. It’s a fair criticism (for those not wishing to taint there own activist chocolate with those other fringers’ peanut butter.)

A corollary criticism often follows that television shows and movies with wacky paranormal conspiracy subjects generally condition the public to associate those topics and issues with so much silly entertainment. And again, I generally agree with that sentiment.

But some TV shows and movies can make excellent touchstones for educating that same neophyte public about both the paranormal and parapolitical. And while our myth-making media do condition the public to pigeon-hole conspiracy claims and UFO sightings research into the molds sculpted in the image of X-Files “True Believers,” some examples from these pop-culture continuums can be turned back on themselves as vast repositories of referential material and launchpads for further exploration. These exemplary cult-classics can serve to educate instead of obfuscate. For there are many True Believers and they each have their own cliques, but there are also those watching all the various cliques – and those watchers aren’t all working for the NSA.

A friend who seems to find often convincing connections within the imagery and other aspects of film / media, asked me to peruse a certain segment from this film involving audio of what was said on a television in the background of an early scene of this movie. See if you can determine what my friend was drawing my attention towards and decide for yourself whether there is anything to his ideas, which I will reveal in a future post. Ralph Schwitzgebel and his brother Robert have produced a panoply of devices for tracking individuals over long ranges; they may be considered the creators of the “electronic house arrest” devices recently approved by the courts.39 Schwitzgebel devices could be used for tracking all the physical and neurological signs of a “patient” within a quarter of a mile,40 thereby lifting the distance limitations which restricted Delgado.

Perhaps the most disturbing wanderer into this mind-field is Joseph A. Meyer, of the National Security Agency, the most formidable and secretive component of America’s national security complex. Meyer has proposed implanting roughly half of all Americans arrested – not necessarily convicted – of any crime; the numbers of “subscribers” (his euphemism) would run into the tens of millions. “Subscribers” could be monitored continually by computer wherever they went. Meyer, who has carefully worked out the economics of his mass-implantation system, asserts that taxpayer liability should be reduced by forcing subscribers to “rent” the implant from the State. Implants are cheaper and more efficient than police, Meyer suggests, since the call to crime is relentless for the poor “urban dweller” – who, this spook-scientist admits in a surprisingly candid aside, is fundamentally unnecessary to a post-industrial economy. “Urban dweller” may be another of Meyer’s euphemisms: He uses New York’s Harlem as his model community in working out the details of his mind-management system.44

Wife of Chinese Activist: I Was Held

BEIJING (AP) — The wife of an imprisoned blind Chinese activist said Saturday that she was dragged off a bus and held for hours to stop her from traveling to Beijing to speak out on his behalf.

Yuan Weijing said she was on a bus from Shandong province in eastern China on Friday when it stopped and she was pulled off by a group of government workers.

The alleged action comes after Yuan was blocked last week by Chinese authorities from leaving for Manila, Philippines, where she was to receive the Ramon Magsaysay Award, Asia’s version of the Nobel Prize, for her husband, Chen Guangcheng. Friday was also the day a speech by her was read at the awards ceremony, in which she accused Beijing of violating human rights.

Chen, 36, was sentenced to four years and three months in prison in 2006 after he documented cases of forced abortions and other abuses by family planning officials in his native Shandong.

“I think the purpose of this was to prohibit me from speaking out,” Yuan said by phone from her village of Dongshigu in Shangdong. “Three men and one woman got on the bus and they dragged me to get me off the bus.”

She said she was going to Beijing to highlight her husband’s case and to seek legal help after her passport was taken away when she was trying to go to the Philippines.

Yuan said she was held for about 12 hours and taken back to her house in a mini-bus. She did not give details, but said she recognized those who dragged her off the bus as being from her local government office.

Yuan, 31, was taken back to her home early Saturday, and she said about six people were standing in front of her house and that another four were blocking the entrance to the village.

A duty officer at the Shandong police office, who refused to give his name, said he had not heard of the case.

In Yuan’s speech read at the awards ceremony, she blasted China’s record on human rights.

“In China, our government is often the biggest violator of people’s rights,” Yuan said in the speech. “Because Guangcheng engaged in helping peasants safeguard their rights, he became the target of a retaliatory strike by some corrupt government officials.”

Chen was convicted on charges of instigating an attack on government offices in Dongshigu. Police said he was upset with workers sent to carry out poverty-relief programs.

Yuan said her husband was convicted “based on trumped-up charges and a flawed trial process” in which villagers allegedly were kidnapped and tortured to testify against him.

Chen and a fellow Chinese citizen jointly won the Magsaysay emergent leadership award. Chen, blinded by a fever as a child, helped farmers file court cases, led protests against a river-polluting paper factory and documented abuses.

Chung was recognized for his AIDS Orphans Project, which provides school fees for children who have a parent with AIDS.

Each winner received a gold medallion with an image of the former Philippine president for which the award is named plus $50,000.

Paranormal and Parapolitical – Talk and Rock

Beginning back in November of 2006 I started posting the most interesting paranormal and parapolitical videos I could find online. Each day of the week I focus on a different topic; Mondays are for UFOs, Wednesdays for Cryptozoology, Fridays for Parapolitics, Sundays for Ghosts, etc.

Since November of last year I’ve posted over 2200 videos ranging from hard to find footage of Uri Geller at Stanford Research Institute in the 1970s to the latest and greatest in Parapolitical Activism videos (including true 911 skepticism) as well as the most interesting bigfoot and cryptozoology vids that challenge the notion of Sasquatch being simply folklore. Plus I post videos of Robots, Music, Mashups, Animation, 3D Technology and much much more.

For whatever reason, over the past 30 days, AnomalyTV.com’s number of visitors has DOUBLED!! Over the last six months I’ve seen internet traffic to the site range from an average of 20 to 24 thousand visitors a month, which averages out to 600 to 800 visitors each day. As of today the site is registering a total of over 44 thousand visitors for an average daily count of 1500 visitors!

Back in the year 2000 I accepted responsibility for the organizing and hosting of the 38th annual National UFO Conference – NUFOC for short. Little did I realize that I was about to be “NUFOC’d!” This conference was going to be a truly anomalous event featuring 3 days and 3 nights of lectures, movies and music at the (now famous and soon to be relocated) original downtown Alamo Drafthouse Cinema.

This was not going to be your ordinary New Age / ETH promoting UFO conference. It was going to feature many alternative theories and approaches to the study of UFOs and related phenomena. We were also going to honor the legendary self-proclaimed leader of the Illuminati himself, Robert Anton Wilson. I was flying-in over 23 speakers from across the country and even some from overseas – however, the whole event had to be canceled due to the tragic events of September 11th.

Update on Cowboy Ron

There was outrage in Montana when the Cowboy Ron story first broke. Then the story went international when Jack Blood, Alex Jones, and I discussed it on Jack’s GCN show “Deadline Live” last Tuesday—a show which happens to be carried in Montana on KEGZ-AM, the oldest independently owned radio station in the US. This show threw gasoline on an already burning fire. There was an explosion, a big one, which has now resulted in the Montana legislature drafting legislation that would exempt antiques and toys from confiscation as gambling devices. If passed, the bill would be retroactive and result in the return of the confiscated items to Cowboy Ron.

Topic: PROJECT BETA: How the U.S. Government Created An Alien Invasion

In the early 1980s, electrical physicist Paul Bennewitz thought he
had stumbled onto evidence of an alien invasion. Unbeknownst to him, he
had been fed disinformation by the Air Force Office of Special
Investigations in a counterintelligence operation. The plan backfired,
however, because the incident led to renewed calls for disclosure of
government UFO secrecy. In the process, Bennewitz had actually stumbled
onto strange lights and signals that were part of the vast black budget
projects that were going on at Kirtland-projects sponsored by the Air
Force, Defense Intelligence Agency, and the National Security Agency.
The Bennewitz episode would provide the government cover-story for those wild UFO conspiracy tales for the next 20 years or more, and
serve as a warning to researchers not to confuse the authority of the
messenger with the truth of the message.

Thanks to the efforts of author/researcher Greg Bishop, the truth
behind the Bennewitz story and its implications to current ufology is
finally being revealed. Bishop's lecture will feature personal notes,
correspondence, and some of the verified disinformation that was fed to
Bennewitz that lead to his eventual breakdown and institutionalization.
His presentation will also include an in-depth analysis of the
disinformation campaign by an agent specifically assigned to draw
Bennewitz into an ever-increasing web of paranoia and intrigue, much of
which still runs through the UFO rumor mill today. Other new
information and accounts will deal with the famous Cash-Landrum close
encounter case and its relationship to the Bennewitz case.

Greg Bishop is the author of the book Project Beta: The Story of
Paul Bennewitz, National Security, and the Creation of a Modern UFO
Myth. Greg says he has been fascinated with the no-man's land between
the extremes of wide-eyed belief and closed-minded debunkery ever since
1991, when he co-founded a magazine called The Excluded Middle, a
journal of UFOs, conspiracy research, psychedelia and new science (now
online at www.excludedmiddle.com ). Wake Up Down There!, a collection
of articles from the magazine, was published in 2000. His third and
newest book, Weird California, was published by Sterling Publishers and
Barnes & Noble in March of 2006. Greg's radio show, Radio

Mack White called in and added to the discussion, starting the rampaging elephants thread and speaking of North Texas cougar sightings. Eventually my friend Jimmy called to chime in about Central Texas cougar sightings and by the end of the show we finally had our first “unknown” caller, Carlos, in the last five minutes of the show, inquiring about the conjunction of Bigfoot and UFO reports which we had briefly touched upon earlier. We mentioned local researchers such as Rob Riggs and more well known writers such as Jerome Clark and Loren Coleman who, once upon a time, wrote books connecting these two subjects.

“We condemn
utterly the sentence imposed on Chen Guangcheng and consider him a
prisoner of conscience. Chen has been imprisoned solely because of his
peaceful defence of human rights and he should be released
immediately.”

“The charges against Chen were politically
motivated and the trial was grossly unfair from start to finish. Chen's
lawyers were obstructed at every step of the way, from collecting
evidence to representing him in court. By some accounts the trial
lasted only two hours; and the courtroom was filled with official
representatives preventing members of the public and most of Chen's
relatives attending.”

Chen was charged with “damaging public
property and gathering people to block traffic” in June 2006, after he
had been detained incommunicado for three months. He had been
arbitrarily confined to his home since September 2005. Before his
detention Chen had been helping local villagers in their attempt to sue
the local authorities in Linyi City, Shandong province, for
carrying out an illegal policy of forced abortions and sterilizations
which reportedly affected thousands of local women.

Now, nearly five years after the historic disaster, roughly 60 lawsuits are still grinding their way through court. And the families pushing ahead with litigation, including numerous New Englanders, are mired in a massive legal case that has become a complicated behemoth for the federal judge overseeing it.

The case pits those who consider the day's events an unpreventable tragedy against others who believe government and aviation officials ignored clear warnings that such an assault was possible. That lapse, in their view, led to the deaths of beloved friends and relatives, and they now want accountability and answers.

For some litigants, their decision to sue was met by public disapproval from skeptics who questioned their motives and dismissed their quest for justice as futile. But in interviews with the Globe, many family members said they are committed to pursuing the case until government, airline, and security officials are held responsible for their roles in the attacks. And they are aware that litigation is a gamble that could produce neither answers nor money, they said.

Still, many of the firm's clients say they sued not for financial gain, but because they believe litigation will fully reveal whether government and aviation officials could have anticipated and prevented the events of Sept. 11. Some also sued because life insurance and other “offsets” would have reduced their payments from the compensation fund, which awarded $2 million in death cases and $400,000 in injury cases, on average.

A member of the
Free State Project, Russell Kanning, was arrested recently for attempting to distribute a flyer to IRS agents in his home town asking them to quit their job. The flyers contain anti-war content, criticism the Bush administration for its erosion of civil rights, and a form resignation letter addressed to President Bush, which he is asking IRS agents to sign. Kanning remains in a maximum security and will not be allowed visitors. The Free State Project recently passed 7,250 members more than 1/3 of its 20,000 person goal.

Brazil is sick and tired of companies stealing their plant names, and they're not going to take it any more! Brazil has a wonderful rep for not just rolling over and accepting the increasingly draconian intellectual property treaties being foisted on developing nations by the first world. Their latest move comes in response to a growing trend. It goes like this:

1) Brazilians spend millennia eating some great tasting Brazilian plant that's also great for your health.

2) Foreign company learns about the plant.

3) Foreign company trademarks the plant name and creates a company to sell the plant (turned into a health drink, or shampoo, or anti-aging cream, or brain-topic pills, or God knows what else).

4) Some poor guy in Brazil opens up a local business cooking up the plant for the locals. (He uses the plant name in his company's name). He starts a little export business selling his product.

5) He gets the pants sued off of him because some company 5,000 miles away trademarked the plant name. Never mind the fact that folks in Brazil have been calling the plant by that name forever.

6) Repeat over and over.

Brazil has now come up with a wonderfully pragmatic way to break this cycle. They've compiled a list (there's a pdf here) of more than 5,000 Portuguese language names of plants, seeds, roots, etc. They've shipped the list off to the World Intellectual Property Organization (WIPO), the World Trade Organization (WTO), and trademark offices around the world. The idea is that if all of these organizations and countries know a term is already in use they will be less likely to grant some company a trademark on it. Clever!

Here's a 2000 Washington Post article about the painting, called “Dangers of the Mail,” painted in 1937 by Frank Albert Menchau, Jr.

Check out the big mural on the fifth floor, a friend told Myrna Mooney one day last August, shortly after Mooney and fellow employees of the Environmental Protection Agency moved into new headquarters in the Federal Triangle complex. A Native American from the Blackfeet Nation in Montana, Mooney was “flabbergasted” by what she saw:

Splashed across a 13-foot-wide canvas in the Ariel Rios Building was a graphic scene of Indians attacking and scalping white people. Called “Dangers of the Mail,” the 1930s-era painting included half a dozen naked white women being assaulted by Indians and an Indian stabbing a white man in the back.

“It portrays Indians as cowardly. It's an insult,” said Mooney. “When you come from the reservation, these kinds of images make you physically ill.”

A handful of government murals that depict Indian people in an unfavorable light will undergo a review to determine whether they are appropriate to display, a federal agency announced on Wednesday.

After years of complaints by Indian employees and their advocates, the General Services Administration initiated the review of six murals at the Environmental Protection Agency headquarters in Washington, D.C. The GSA plans to take input from the public under the National Historic Preservation Act because the artwork is more than 70 years old.

In in an electronic age haunted by computer viruses and hackers, many people cling to paper security blankets, whether they come in the form of ATM receipts, itemized credit card charges or monthly bank statements.

Yet in the essential civic exercise of choosing our representatives, Texans who use electronic machines are forced to trust a fallible computer program with no way to check the accuracy of the results. Such a system amounts to faith-based voting.

Always happy to see people grasping what we have been saying for slmost four years.

With the knowledge that no computer is tamperproof and a growing list of malfunctions by direct recording electronic machines (DREs) during elections, 27 states have enacted laws requiring voting systems that produce paper ballots that voters can verify (VVPBs). After individuals make their selections and cast their vote electronically, a hard copy of the ballot is printed showing the selections. The voter views the results to make sure their vote is accurate, and then drops the ballot into a sealed box, providing a record independent of the electronic machine that can later be audited.

Texas, unfortunately, has no such requirement, and Harris County, which uses the Hart Intercivic machine and also conducts municipal elections, has no plans to purchase the company's optional printer system to create a paper trail. County Democratic Party officials are clamoring for such a system, as well as increased security and voting machine tests for accuracy.

“If folks can hack the Pentagon,” Harris County Democratic Chairman Gerry Birnberg said, “they can certainly hack a machine in Harris County.”

Again, I would like to point out that the greatest threat from these machines is the fact that the software is so poorly written, failure is inevitable.

County Clerk Beverly Kaufman, a Republican, says such concerns are unfounded. “There's this kind of cavalier attitude on these folks' part that all you've got to do is just bolt on a printer and there it is,” said Kaufman, who estimates that it would cost up to $8 million to buy equipment and reprogram the system with the capability to print ballots in three languages. “We're just not at a point here where we're able to do it if we wanted to, which we don't.”

No, the cavalier attitude comes from folks like you who insist on faith in a system that has been repeatedly shown to be unreliable and inaccurate. Also, you were warned about these problems LONG before you bought these systems. You chose to listen to the vendors rather than the voters, so if more money is required, look in the mirror for someone to blame.

Kaufman also contends that the current system has the capability to produce a paper copy of results after the election is concluded. However, whatever would be printed out would simply reflect what the system recorded and would not detect computer malfunctions, erased votes or fraudulent manipulation of programming.

In a report this year on electronic voting machines entitled “Malfunction and Malfeasance,” researchers for the nonpartisan group Common Cause concluded that DRE machines “are vulnerable to malfunction and also to tampering in which a computer-savvy hacker with minimal access to the machine could introduce malicious code to the DRE software and change the results of an election.”

The report cites an incident during this spring's Texas primary in which voting machines in Tarrant County, which uses the same system as Harris, recorded 100,000 votes that were never cast. Hart Intercivic officials took responsibility for the programming mistake that caused the overcount but discounted the incident because votes for all candidates were boosted equally.

The software FAILED. It failed in a spectacular fashion, which was good. Next time it can fail in a subtle fashion which will be harder to detect, but will thwart the will of the voters all the same.

Last year the Commission on Federal Election Reform led by former Secretary of State James Baker, a Republican, and former President Jimmy Carter, a Democrat, issued election reform recommendations that included a call for a federal law requiring all electronic voting systems to be equipped with paper printouts. Legislation died in the last session of Congress but has been reintroduced by Rep. Rush Holt, D-N.J. A similar bill, the Voter Integrity and Verification Act, has been introduced in the Senate by Republican John Ensign of Nevada.

Since Texas has yet to approve paper trails that voters can verify, it is not Kaufman's responsibility to make that decision. The Texas Legislature and Congress should pass legislation mandating the installation of paper audits on all electronic voting machines.

They are more expensive and might create more work for election officials, but VVPBs are necessary to boost voter confidence in system and give candidates recourse to recounts.

Yesterday I had the great pleasure of attending the eighth Bats Day in the Fun Park goth day at Disneyland, California. Thousands of goths of various stripes attended, and posed for group photos and did a gang ride of the Haunted Mansion (there were other off-site events that I missed). It was a hoot. There’s something simultaneously loving and subversive about the Bats Day attendees, and the cognitive dissonance of these black thunderclouds of goth riders amidst the bright-colored Southern California crowd was especially delicious.

Please Read: Pentagon Plan to Provoke Terrorist Attacks

Dear Friends and Fellow Americans,

Why am I sending this to you now? I have decided to send this to you NOW because of an under-reported item in Sunday’s Los Angeles Times newspaper by Willaim Arkin (October 27th). In that article Rumsfeld is alleged to be making efforts to provoke more terror attacks as part of a plan to flush terrorist groups out into the open in order to find and destroy them.

I am speaking of their “Proactive, Preemptive Operations Group, (P2OG)”:

“Among other things, this body would launch secret operations aimed at ’stimulating reactions’ among terrorists and states possessing weapons of mass destruction — that is, for instance, prodding terrorist cells into action and exposing themselves to ‘quick-response’ attacks by U.S. forces.Such tactics would hold ’states/sub-state actors accountable’ and ’signal to harboring states that their sovereignty will be at risk,’ the briefing paper declares.”

More important than Arkin’s article is Chris Floyd’s article in CounterPunch that connects the dots, citing the Operation Northwoods documents (see below) and what’s really going on here and abroad as the direct intended result of the 911 events which were allegedly allowed to happen.

Surely, you can see the parallels between the events of 911, Rumsfeld’s plan to instigate terror attacks and the documented plans of Operation Northwoods.

What is Operation Northwoods … ?

Since before September 11th 2001, I was aware of documents declassified and uncovered in 2000 that demonstrate efforts on the part of the 1962 Joint Chiefs of Staff to stage terrorist attacks against American civilians to start a war with Cuba. Researcher James Bamford (The Puzzle Palace) was made aware of documents found during a search of declassified JFK assassination docs. Bamford then published these documents in his 2001 book Body Of Secrets. It was on the New York Times bestseller list in early 2001.

These explosive documents show that the Joint Chiefs of Staff plotted to initiate a “remember the Maine” terrorism campaign against the American people by “Cuba” – staging attacks on Guantanimo Bay, blowing up US airliners filled with American citizens, bomb Washington DC, and much much more – so that “casualty lists in US Newspapers would cause a helpful wave of national indignation” and a pretext for invasion and war with Cuba. John F. Kennedy opposed this plan and was dead within a few months.

Shortly after I heard about this book in early 2001 it was covered by the Baltimore Sun newspaper and then by Peter Jennings on prime time ABCNews. In May 2001 local parapolitical investigator and radio host Alex Jones interviewed author James Bamford about these documents. Note that during this pre 911 interview Alex alludes to other plans mentioned in the docs that intimate sniper attacks in US cities.

Over a year and a half after the above interview wherein Jones and Bamford discuss the documented plans for fake terror attacks against American citizens (including sniper attacks) Alex would suddenly put two and two together and issue a press release on October 23rd in which he draws the connection between certain passages of the Northwoods docs that suggest the 2002 sniper attacks in Washington DC.

In less than 24 hours the alleged snipers were apprehended by authorities following their surreal Manchurian Candidate-esque “cue” televised to the sniper using the Cherokee folktale of the fox and the:

“You have indicated that you want us to do and say certain things. You’ve asked us to say,’We have caught the sniper like a duck in a noose.’ We understand that hearing us say this is important to you.”

Just weeks before Alex Jones’ realization I had a conversation with one of my other local parapolitical writers/researchers who had already drawn the same conclusion, that the sniper attacks were the continued implimentation of the Northwoods plan.

Whether you think of this as absolute fact, complete fantasy, or disinfo from some unknown group, the fact remains that no-one is addressing the obvious parallels between the 911 “intelligence failure” ***

In his new exposé of the National Security Agency entitled Body of Secrets, author James Bamford highlights a set of proposals on Cuba by the Joint Chiefs of Staff codenamed OPERATION NORTHWOODS. This document, titled “Justification for U.S. Military Intervention in Cuba” was provided by the JCS to Secretary of Defense Robert McNamara on March 13, 1962, as the key component of Northwoods. Written in response to a request from the Chief of the Cuba Project, Col. Edward Lansdale, the Top Secret memorandum describes U.S. plans to covertly engineer various pretexts that would justify a U.S. invasion of Cuba. These proposals – part of a secret anti-Castro program known as Operation Mongoose – included staging the assassinations of Cubans living in the United States, developing a fake “Communist Cuban terror campaign in the Miami area, in other Florida cities and even in Washington,” including “sink[ing] a boatload of Cuban refugees (real or simulated),” faking a Cuban airforce attack on a civilian jetliner, and concocting a “Remember the Maine” incident by blowing up a U.S. ship in Cuban waters and then blaming the incident on Cuban sabotage. Bamford himself writes that Operation Northwoods “may be the most corrupt plan ever created by the U.S. government.”

Into the Dark – The Pentagon Plan to Provoke Terrorist Attacks

This column stands foursquare with the Honorable Donald H. Rumsfeld, U.S. Secretary of Defense, when he warns that there will be more terrorist attacks against the American people and civilization at large. We know, as does the Honorable Donald H. Rumsfeld, U.S. Secretary of Defense, that this statement is an incontrovertible fact, a matter of scientific certainty. And how can we and the Honorable Donald H. Rumsfeld, U.S. Secretary of Defense, be so sure that there will be more terrorist attacks against the American people and civilization at large?

Because these attacks will be instigated at the order of the Honorable Donald H. Rumsfeld, U.S. Secretary of Defense.

This astonishing admission was buried deep in a story which was itself submerged by mounds of gray newsprint and glossy underwear ads in last Sunday’s Los Angeles Times. There–in an article by military analyst William Arkin, detailing the vast expansion of the secret armies being massed by the former Nixon bureaucrat now lording it over the Pentagon–came the revelation of Rumsfeld’s plan to create “a super-Intelligence Support Activity” that will “bring together CIA and military covert action, information warfare, intelligence, and cover and deception.”

According to a classified document prepared for Rumsfeld by his Defense Science Board, the new organization–the “Proactive, Preemptive Operations Group (P2OG)”–will carry out secret missions designed to “stimulate reactions” among terrorist groups, provoking them into committing violent acts which would then expose them to “counterattack” by U.S. forces.

In other words–and let’s say this plainly, clearly and soberly, so that no one can mistake the intention of Rumsfeld’s plan–the United States government is planning to use “cover and deception” and secret military operations to provoke murderous terrorist attacks on innocent people. Let’s say it again: Donald Rumsfeld, Dick Cheney, George W. Bush and the other members of the unelected regime in Washington plan to deliberately foment the murder of innocent people–your family, your friends, your lovers, you–in order to further their geopolitical ambitions.

For P2OG is not designed solely to flush out terrorists and bring them to justice–a laudable goal in itself, although the Rumsfeld way of combating terrorism by causing it is pure moral lunacy. (Or should we use the Regime’s own preferred terminology and just call it “evil”?) No, it seems the Pee-Twos have bigger fish to fry. Once they have sparked terrorists into action–by killing their family members? luring them with loot? fueling them with drugs? plying them with jihad propaganda? messing with their mamas? or with agents provocateurs, perhaps, who infiltrate groups then plan and direct the attacks themselves?–they can then take measures against the “states/sub-state actors accountable” for “harboring” the Rumsfeld-roused gangs. What kind of measures exactly? Well, the classified Pentagon program puts it this way: “Their sovereignty will be at risk.”

The Pee-Twos will thus come in handy whenever the Regime hankers to add a little oil-laden real estate or a new military base to the Empire’s burgeoning portfolio. Just find a nest of violent malcontents, stir ‘em with a stick, and presto: instant “justification” for whatever level of intervention/conquest/rapine you might desire. And what if the territory you fancy doesn’t actually harbor any convenient marauders to use for fun and profit? Well, surely a God-like “super-Intelligence Support Activity” is capable of creation ex nihilo, yes?

The Rumsfeld-Bush plan to employ murder and terrorism for political, financial and ideological gain does have historical roots (besides al Qaeda, the Stern Gang, the SA, the SS, the KGB, the IRA, the UDF, Eta, Hamas, Shining Path and countless other upholders of Bushian morality, decency and freedom). We refer of course to Operations Northwoods, oft mentioned in these pages: the plan that America’s top military brass presented to President John Kennedy in 1963, calling for a phony terrorist campaign–complete with bombings, hijackings, plane crashes and dead Americans–to provide “justification” for an invasion of Cuba, the Mafia/Corporate fiefdom which had recently been lost to Castro.

Kennedy rejected the plan, and was killed a few months later. Now Rumsfeld has resurrected Northwoods, but on a far grander scale, with resources at his disposal undreamed of by those brass of yore, with no counterbalancing global rival to restrain him–and with an ignorant, corrupt president who has shown himself all too eager to embrace any means whatsoever that will augment the wealth and power of his own narrow, undemocratic, elitist clique.

There is prestuplyeniye here, transgression, a stepping-over–deliberately, with open eyes, with forethought, planning, and conscious will–of lines that should never be crossed. Acting in deadly symbiosis with rage-maddened killers, God-crazed ranters and those supreme “sub-state actors,” the mafias, Bush and his cohorts are plunging the world into an abyss, an endless night of black ops, retribution, blowback, deceit, of murder and terror–wholesale, retail, state-sponsored, privatized; of fear and degradation, servility, chaos, and the perversion of all that’s best in us, of all that we’ve won from the bestiality of our primal nature, all that we’ve raised above the mindless ravening urges and impulses still boiling in the mud of our monkey brains.

It’s not a fight for freedom; it’s a retreat into darkness.

And the day will be a long time coming.

expanding its ‘black world’ of covert operations

SOUTH POMFRET, Vt. — In what may well be the largest expansion of covert action by the armed forces since the Vietnam era, the Bush administration has turned to what the Pentagon calls the “black world” to press the war on terrorism and weapons of mass destruction.

The Defense Department is building up an elite secret army with resources stretching across the full spectrum of covert capabilities. New organizations are being created. The missions of existing units are being revised. Spy planes and ships are being assigned new missions in anti-terror and monitoring the “axis of evil.”

The increasingly dominant role of the military, Pentagon officials say, reflects frustration at the highest levels of government with the performance of the intelligence community, law enforcement agencies and much of the burgeoning homeland security apparatus. It also reflects the desire of Secretary of Defense Donald Rumsfeld to gain greater overall control of the war on terror.

Insulated from outside pressures, armed with matchless weapons and technology, trained to operate below the shadow line, the Pentagon’s black world of classified operations holds out the hope of swift, decisive action in a struggle against terrorism that often looks more like a family feud than a war.

Coupled with the enormous effort being made throughout the government to improve and link information networks and databases, covert anti-terror operations promise to put better information in the hands of streamlined military teams that can identify, monitor and neutralize terrorist threats.

“Prevention and preemption are … the only defense against terrorism,” Rumsfeld said in May. “Our task is to find and destroy the enemy before they strike us.”

The new apparatus for covert operations and the growing government secrecy associated with the war on terrorism reflect the way the Bush administration’s most senior officials see today’s world:

First, they see fighting terrorism and its challenge to U.S. interests and values as the 21st century equivalent of the Cold War crusade against communism. Second, they believe the magnitude of the threat requires, and thus justifies, aggressive new “off-the-books” tactics.

In their understandable frustration over continued atrocities such as the recent Bali attack, however, U.S. officials might keep two points in mind.

Though covert action can bring quick results, because it is isolated from the normal review processes it can just as quickly bring mistakes and larger problems. Also, the Pentagon is every bit as capable as the civilian side of the government when it comes to creating organization charts and bureaucracy that stifle creative thinking and timely action.

The development of the Pentagon’s covert counter-terror capability has its roots in the 1979 Iran hostage crisis. The Army created a highly compartmentalized organization that could collect clandestine intelligence independent of the rest of the U.S. intelligence community and follow through with covert military action.

Known as the Intelligence Support Activity, or ISA, when it was established in 1981, this unit fought in drug wars and counter-terror operations from the Middle East to South America. It built a reputation for daring, flexibility and a degree of lawlessness.

In May 1982, Deputy Secretary of Defense Frank Carlucci called the ISA”uncoordinated and uncontrolled.” Though its freelance tendencies were curbed, the ISA continued to operate under different guises through the ill-starred U.S. involvement in Somalia in 1992 and was reportedly active in the hunt for Bosnian Serbs suspected of war crimes.

Today, the ISA operates under the code name Gray Fox. In addition to covert operations, it provides the war on terrorism with the kind of so-called “close-in” signals monitoring — including the interception of cell phone conversations — that helped bring down Colombian drug lord Pablo Escobar.

Gray Fox’s low-profile eavesdropping planes also fly without military markings. Working closely with Special Forces and the CIA, Gray Fox also places operatives inside hostile territory.

In and around Afghanistan, Gray Fox was part of a secret sphere that included the CIA’s paramilitary Special Activities Division and the Pentagon’s Joint Special Operations Command.

These commands and “white” Special Forces like the Green Berets, as well a Air Force combat controllers and commandos of eight different nations report to a mind-boggling array of new command cells and coordination units set up after Sept. 11.

An Army brigadier general commands the Joint Interagency Task Force at Bagram air base north of Kabul to coordinate CIA, Defense Department and coalition forces in Afghanistan. A new Campaign Support Group has been established at Ft. Bragg, N.C. The Special Operations Joint Interagency Collaboration Center has been created in Tampa, Fla.

In Europe, the Joint Interagency Coordination Group handles information-sharing and logistical support with NATO. Hawaii’s Pacific Command stood up a Joint Interagency Counter-Terrorist Group this summer.

Meantime, old commands are being morphed into new ones for the covert war. The two Joint Interagency Task Forces in the United States previously devoted to fighting drugs now have the war on terrorism as their highest priority.

The epicenter of the Pentagon’s covert operations remains the North Carolina-based Joint Special Operations Command, often referred to as Delta Force. The super-secret command is still not officially acknowledged to exist. Its two-star commander, Army Maj. Gen. Dell L. Dailey, who spent much of the Afghan war in Oman, has no public biography.

Among Dailey’s assets is a fleet of aircraft specially equipped for secret operations — conventional and covert military planes and helicopters, and even former Soviet helicopters. The bulk of those craft, including the reconfigured Russian choppers, fly from airfields in Uzbekistan and from two Pakistani air bases, Shahbaz and Shamsi.

The Air Force and the CIA collect additional intelligence from unmanned Predator and Global Hawk drones. They also have low-profile reconnaissance assets that look like transport planes and operate under such code names as ARL-Low, Keen Sage, Scathe View and Senior Scout.

Not to be left out, the Navy’s Gray Star spy vessel, reminiscent of the old Pueblo, captured by North Korea in 1968, now sweeps up sophisticated — and obscure — “measurements and signatures intelligence” to monitor the ballistic missile capabilities of Iraq, Iran and North Korea.

Even with all this, the Pentagon wants to expand covert capabilities.

Rumsfeld’s influential Defense Science Board 2002 Summer Study on Special Operations and Joint Forces in Support of Countering Terrorism says in its classified “outbrief” — a briefing drafted to guide other Pentagon agencies — that the global war on terrorism “requires new strategies, postures and organization.”

The board recommends creation of a super-Intelligence Support Activity, an organization it dubs the Proactive, Preemptive Operations Group, (P2OG), to bring together CIA and military covert action, information warfare, intelligence, and cover and deception.

Among other things, this body would launch secret operations aimed at “stimulating reactions” among terrorists and states possessing weapons of mass destruction — that is, for instance, prodding terrorist cells into action and exposing themselves to “quick-response” attacks by U.S. forces.

Such tactics would hold “states/sub-state actors accountable” and “signal to harboring states that their sovereignty will be at risk,” the briefing paper declares.

Never to be outdone in proposing hardware solutions, the Air Force is designing its own Global Response Task Force to fight the war on terrorism. The all-seeing, all-bombing Air Force envisions unmanned A-X aircraft capable of long-range, nighttime gunship operations and an M-X covert transport, as well as hypersonic and space-based conventional weapons capable of delivering a “worldwide attack within an hour.”

Who says the arms race is over? Rumsfeld’s science board warns against overemphasis on equipment even as it recommends more. Washington is well on its way to an arms race with itself.

And for those who worry that all these secret operations and aggressive new doctrines will turn the United States into the world’s policeman, there is a ray of hope.

Rumsfeld is now the field marshal of the war on terrorism, but the Pentagon is also creating new layers of bureaucracy that may save it from itself. Not to mention the rest of us.

DOD EXAMINES “PREEMPTIVE” INTELLIGENCE OPERATIONS

One way to invigorate U.S. intelligence would be to “Develop an entirely new capability to proactively, preemptively evoke responses from adversary/terrorist groups,” according to the Defense Science Board, a Pentagon advisory group.

Such an approach would “improve [intelligence] information collection by stimulating reactions” from the target.

One hundred “highly specialized people with unique technical and intelligence skills such as information operations, PSYOP, network attack, covert activities, SIGINT, HUMINT, SOF, influence warfare/deception operations” could constitute a new, elite “Proactive Preemptive Operations Group (P2OG),” reporting to the National Security Council with an annual budget of $100 million.

The proposal is the latest sign of a new assertiveness by the Defense Department in intelligence matters, and an indication that the cutting edge of intelligence reform is not to be found in Congress but behind closed doors in the Pentagon.

The Defense Science Board recommended creation of the preemptive operations group in its “DSB Summer Study on Special Operations and Joint Forces in Support of Countering Terrorism.”

UFO CULT RESURFACES

The UFO cult that is fixated on the notion that “secret government documents” contain “the truth” about otherwise “unexplained aerial phenomena” is, on balance, no friend of freedom of information or government accountability.

Neverending requests for documentation on UFOs, the remains of Noah’s Ark, and similar obsessions clog up the narrow channels of public access to government information and make a mockery of the Freedom of Information Act.

Their latest publicity stunt, featuring no less than former White House chief of staff John Podesta, is reported in “Clinton Aide Slams Pentagon’s UFO Secrecy” here:

The item entitled “UFO Cult Resurfaces” in the previous edition of Secrecy News included regrettable errors of commission and omission, such as these:

Proponents of UFO-related declassification are not literally a “cult,” and it was gratuitously insulting to use that term; there are at least some historically or otherwise significant documents that remain classified (e.g. records on Project Moondust) that could be considered UFO-related; there is nothing intrinsically disreputable in the investigation of peripheral phenomena; and under the Freedom of Information Act, anyone is free to ask for anything, as they should be.

But the fact remains that the interests of those focused on UFOs are not the same as those concerned with the larger problem of public access to government information. Though UFO disclosure advocates have acquired the internet domain name “freedomofinfo.org,” it does not accurately represent their narrow goals. (For a more faithful match between domain name and content, see www.freedominfo.org, the online network of freedom of information advocates.)
